2016 Search for Outstanding Public Officials and Employees

City Jail Warden J/CINSP Herminigildo Rivera was conferred the prestigious Dangal ng Bayan Regional Award by the Civil Service Commission Regional Office I during the 2016 Regional Recognition and Awards Rites, in Celebration of the 116th Philippine Civil Service held at Bauang, La Union last September 15.


The Dangal ng Bayan Award or Outstanding Public Officials and Employees Award is conferred to an individual for performance of an extraordinary act of public service and consistent demonstration of exemplary ethical behavior on the basis of his observance of the eight (8) norms of behavior provided under the Republic Act. No. 6713, otherwise known as the Code of Conduct and Ethical Standards for Public Officials and Employees. These norms are Commitment to the Public Interest, Professionalism, Justness and Sincerity, Political Neutrality, Responsiveness to the Public, Nationalism and Patriotism, Commitment to Democracy, and Simple Living.

Rivera has always demonstrated and exemplified all the characteristics of what a true and outstanding public official, and has always upheld exemplary conduct and ethical behavior in the highest standards in all his endeavors.

As a manifestation to his outstanding and exemplary performance, he initiated, facilitated, and contributed immensely to numerous achievements which have brought about great transformation to the lives of many, particularly to the sustained modernization, improvement, and development of jail facilities, uplifting rights, dignity, welfare, and the common good of persons deprived of liberty entrusted under his care, improving effectiveness and efficiency in the delivery of services, establishment of linkages, strengthening ties with the local government and the general public, and empowering the role of the community in an effective and highly dependable corrections and administration.
