Laoag City Pamulinawen Festival 2017 Grand Civic-Military Parade

February 01, 2017 marked the 21st Edition of Laoag City’s  Pamulinawen Festival. The day began with the traditional “Diana” around the City at four o’clock in the morning, with the “tamboreros” of the Ilocos Norte National High School and the Ilocos Norte Regional School of Fisheries going around the City’s major streets to awaken and remind the Laoageños that it was the start of a month-long of activities in honor of our patron Saint, William the Hermit.

Light rain-showers blessed the entire city as the Grand Civic-Military parade commenced at 1 o ‘clock in the afternoon with more than 260 delegations consisting of the different Departments of the City Government, the Sangguniang Panlungsod, the Armed Forces of the Philippines, the Philippine National Police, Non-Government Organizations, National Government Agencies, the 80 Barangays of the city, the different Schools, Colleges, and Universities of Laoag City and the Municipality of San Nicolas, Women’s organizations, Motor Cyclists Valiant Federation headed by ABC President Mikee V. Farinas, members of the tri-Media, and the different Fraternities and Sororities of Ilocos Norte.

PNP Superintendent Edwin Balles, Laoag City PNP Chief, spearheaded the longest-ever Civic-Military parade, starting at the Laoag City Centennial Arena, passing through P. Gomez St. and Gen. Segundo Ave. (Bacarra road), before turning left to Rizal St. and to the viewing stand at the Laoag City Commercial Complex and Supermarket. Hon. Chevylle V. Farinas and some members of the City Council headed by Hon. Michael V. Farinas, some Department Heads led by City Administrator Jamie V. Farinas, and the Board of Judges were on stage to acknowledge the contingents.

The Board of Judges was headed by Fr. Ambrose Emeric Monroy of the Diocese of Laoag City, Mrs. Cely Calonje-Paz, Station Manager of the Radyo Ng Bayan and President of the Kapisanan Ng Mga Brodkaster Ng Pilipinas (KBP), Ms. Gracia Minette S. Aguada-Mann, Civil Service Commission Senior Human Resource Specialist, and Mr. Ralph Laurence G. Ocampo, Fresh N’ Famous Foods Inc. (Chowking Bacarra Road) Manager.
