SERVICES
1. Granting a Building Permit
ABOU T THE SERVICE: Issuance of a Building Permit prior to construction, erection, alteration, major repair, renovation or conversion of any building/structure owned by government or private entities. The permit may be revoked or cancelled for the following reasons:

  • If construction does not start within 1 year from the date of issuance of permit If construction is suspended or abandoned for 120 days after it has been started.
WHO MAY AVAIL OF THE SERVICE:
  • All owners of public andprivate buildings / structures SERVICE SCHEDUL E: Monday to Friday 8:00 a.m. to 12:00 noon 1:00 p.m. to 5:00 p.m.

REQUIREMENT/S: Duly accomplished Application Form (to be secured from the CEO-Office of the Building Official)

Supporting Documents

A. If the applicant is the owner of the lot

 

  • Mayor's Clearance
  • Zoning Clearance
  • Land Title Tax Declaration.
  • Bill of Materials
  • Structural Design Computation (as needed)
  • Technical Specification Lot Plan with Geodetic Engineer Certification that the property does not encroach in adjoining properties
  • Site Development Plan

 

B. If the applicant is not the owner of the lot

 

  • Duly Notarized Copy of the Contract of Lease and the above requirements/
  • Duly Notarized Copy of the Deed of Absolute Sale and the above requirements/
  • Duly Notarized Copy of the Contract of Sale and the above requirements/
  • Affidavit of Consent of the Lot Owner
  • Five (5) Sets of Plans and Specifications, prepared, signed and sealed by:

 

    1. A duly licensed Architect or Civil Engineer for the Architectural and Structural Plans
    2. A duly licensed Sanitary Engineer or Master Plumber for the Plumbing or Sanitary Installations Plans (if applicable)
    3. A duly licensed Professional Electrical Engineer for the Electrical Plans (if applicable)
    4. A duly licensed Professional Mechanical Engineer for the Mechanical Plans (if applicable)
    5. A duly licensed Architect or Civil Engineer for the Fence Permit Plan (if applicable)
    6. Demolition Permit (if applicable)
 FEES:
  • Fees and Charges are computed based on the Revised National Building Code. Penalty is imposed on started project wihtout approved building permit.
2. Granting Other Building-Related Permits.
ABOUT THE SERVICE: The Office of the City Engineer issues other related permits aside from the building permit, before the renovation or demolition of any structure.
WHO MAY AVAIL OF THE SERVICE:
  • All owners/operators and authorized representatives of public and private buildings/structures. SERVICE SCHEDUL ES: Monday to Friday 8:00 a.m. to 12:00 noon 1:00 p.m. to 5:00 p.m.
2.a Electrical Permit
This permit is required before changing, altering or adding to the approved electrical installations.

REQUIREMENT/S:

  • Accomplished Electrical Permit Application Form signed by a Professional Electrical Engineer 3 copies - Electrical Plans signed by a Professional Electrical Engineer 3 copies - Electrical Specifications signed by a Professional Electrical Engineer 3 copies - Bill of Materials and Cost Estimates
2.b Mechanical Permit
This permit is required before the installation of additional, removal or alteration of machinery.REQUIREMENT/S:
  • Accomplished Mechanical Permit Application Form signed by Professional Mechanical Engineer 3 copies - Mechanical Plans 3 copies - Mechanical Specifications 3 copies - Bill of Materials and Cost Estimates
2.c Sanitary/Plumbing PermitThis permit is required before adding or altering existing plumbing installations, water supply, storm drainage, water purification and sewerage treatment plants.REQUIREMENT/S:
  • Accomplished Sanitary/Plumbing Permit Application Form signed by a sanitary or Master Plumber 3 copies - Sanitary/Plumbing Plans 3 copies - Sanitary/Plumbing Specifications 3 copies - Bill of Materials
2.d Fencing PermitREQUIREMENT/S:This permit is required prior to the actual construction of a fence.
  • Accomplished Fencing Permit Application Form 3 copies - Fencing Plan 3 copies - Bill of Materials and Cost Estimates 3 copies - Lot Plan 3 copies - Land Title 3 copies - Updated Real Property Tax Declaration 3 copies - Deed of Sale/Lease/Contract to Sell or Affidavit of Consent of lot owner if the Title is not in the name of the owner/applicant 3 copies - Certificate of Real Property Tax Payment 3 copies - Real Property Tax Receipt
2.e Demolition PermitThis permit is required prior to the systematic dismantling or demolition of a building or structure in whole or in part.REQUIREMENT/S:
  • Accomplished Demolition Permit Form signed by the applicant and Registered Civil Engineer/Architect 3 copies - Land Title and/or Tax Declaration of the building to be demolished 3 copies - Certificate of Real Property Tax Payment 3 copies - Affidavit of Consent of the owner of the building to be demolished if the applicant is not the owner.
2.f Temporary Service Connection PermitThis permit is required for temporary service connection to a power utility for lighting and for construction purposes such as Christmas decorative lighting, lighting of cemeteries, temporary lighting for carnivals/fiestas, testing, etc.REQUIREMENT/S:
  • Accomplished Permit Form (NBC Form No. E-03) 3 copies - Building Permit (for new construction) 3 copies - Electrical Plan/Layout 3 copies - Fire Safety Inspection Certificate
2.g Excavation and Ground Preparation PermitThis permit is required prior to actual ground preparation and excavation after the building line is established. It is also a requirement for a Water Connection request to the Ilocos Norte Water District (INWD).REQUIREMENT/S:
  • Accomplished Permit Form (NBC Form No. B-02) 3 copies - For INWD connection purposes, present accomplished INWD Application Form
2.h Temporary Sidewalk Enclosure and Occupancy PermitThis permit is required prior to the temporary use of sidewalks for construction purposes.REQUIREMENT/S:
  • Accomplished Permit Form (NBC Form No. B-05) 3 copies - Sketch plan of sidewalk to be used.
2.i Scaffolding PermitThis permit is required whenever the erection of scaffolding occupies streetlines. REQUIREMENT/S:
  • Accomplished Permit Form (NBC Form No. B-06) 3 copies - Sketch Plan of street line to be occupied
2.j Signage PermitThis permit is required prior to the installation, erection, attachment andpainting of any form of signages. REQUIREMENT/S:
  • Accomplished Signage Permit Form 3 copies - Electrical Permit Form whenever there is an electricalconnection 3 copies - Sketch plan of signage/s to be installed/erected 3 copies - Location/vicinity plan 3 copies - Lot documents in case it occupies a private lot 3 copies - DPWH clearance (for national roads/highways) FEES: Fees and Charges are computed based on the Revised Implementing Rulesand Regulations of the National Building Code (PD 1096).
3. Granting an Occupancy PermitABOU T THE SERVICE: The Office of the City Engineer issue anOccupancy Permit before any building or structure is used or occupied. Itis usually secured after the completion of the structure.It is also required if there is any change in the existing use or occupancyclassification of a building, structure or any portion thereof. WHO MAY AVAIL OF THE SERVICE:
  • All owners/operators and authorized representatives of public and privatebuildings/structures. SERVICE SCHEDULES: Monday to Friday 8:00 a.m. to 12:00 noon 1:00 p.m. to 5:00 p.m.
 REQUIREMENT/S:
  • Accomplished Certificate of Completion from the Office of the BuildingOfficial duly signed by the in-charge of construction/installation. Civil (NBC Form No. B-10); Mechanical (NBC Form No. M-07); Electrical (NBC Form No. E-05); Logbook of building construction and Building Inspection Sheet dulyaccomplished by the contractor (if undertaken by contract), signed and sealedby the architect or civil engineer in-charge of construction. Fire Safety Inspection Report Please refer to Service No. VIII.D.3. Issuanceof Fire Safety Inspection Certificate FEES: Fees and Charges are computed based on the Revised Implementing Rules andRegulations of the National Building Code of the Philippines (PD 1096).
4. Granting Building Data Certification.
ABOUT THE SERVICE: The Office of the City Engineer issues acertification of the existence/non-existence of a building permit for a specificstructure and other related documents. WHO MAY AVAIL OF THE SERVICE:
  • Anyone who wishes to obtain a certification in the City SERVICE SCHEDULES: Monday to Friday 8:00 a.m. to 12:00 noon 1:00 p.m. to 5:00 p.m. REQUIREMENT: Letter-request addressed to the City Engineer FEE: P50.00 per certification
5. Granting Building Inspection Clearance for Business Permit.
ABOUT THE SERVICE: The Office of the City Engineer issues a BuildingInspection Clearance before the start of commercial operations and duringthe annual renewal of business permits. WHO MAY AVAIL OF THE SERVICE:
  • All business owners / operators in the City SERVICE SCHEDULE: Monday to Friday 8:00 a.m. to 12:00 noon 1:00 p.m. to 5:00 p.m. REQUIREMENT: Accomplished Business License Application FEE: Building Inspection Fee - based on the type of structure (please refer to the Revised Building Code)
6. Actions on Building-Related Complaints
ABOUT THE SERVICE: The Office of the City Engineer acts on citizens'complaints about violations in any building construction, renovation, repair,demolition, etc. WHO MAY AVAIL OF THE SERVICE:
  • Any concerned or affected citizen/s who wishes to file a complaint in theCity. SERVICE SCHEDULES: Monday to Friday 8:00 a.m. to 12:00 noon 1:00 p.m. to 5:00 p.m. REQUIREMENT: Letter-complaint
7. Maintaining Drainage Systems and Other Infrastructures
ABOUT THE SERVICE: The City Government provides infrastructuremaintenance services which include the following:
  • Cleaning and dredging of drainage canals Demolition works Repair of roads and shoulders Repair of public buildings and other public facilities Asphalting of potholes All other Civil Engineering related works
WHO MAY AVAIL OF THE SERVICE:
  • Any concerned or affected citizen/s who wishes to file drainage system-relatedcomplaint. SERVICE SCHEDULE: Monday to Friday 8:00 a.m. to 12:00 noon 1:00 p.m. to 5:00 p.m. REQUIREMENT: Letter-request approved by the City Mayor
8. Assistance for the Preparation of Plans and Programs of Works

ABOUT THE SERVICE: The City Government through the Office ofthe City Engineer prepares Plans and Programs of Work for infrastructurewhich could benefit the community.SERVICE COVERAGE:
  • Drainage Systems Concrete Roads Public and Government Buildings Other Infrastructure Projects REQUIREMENT: Letter-request approved by the City Mayor WHO MAY AVAIL OF THE SERVICE: All barangay officials, private citizens, other offices and departments of theCity Government of Laoag. SERVICE SCHEDULE: Monday to Friday 8:00 a.m. to 12:00 noon 1:00 p.m. to 5:00 p.m.
9. Collection Services for Additional Garbage
ABOUT THE SERVICE: The City Government through the Office of theCity Engineer may provide Garbage Collection Services outside the regularschedule to individuals upon request. WHO MAY AVAIL OF THE SERVICE:
  • Any individual who wishes to avail of this service in the City. SERVICE SCHEDULE: Monday to Friday 8:00 a.m. to 12:00 noon 1:00 p.m. to 5:00 p.m. FEES: For hotel owners/operators - P1,200.00 / year For boarding houses - P600.00 / year For Business establishments (please refer to approved schedule of feesapproved by the city government) For residential - P120.00/year For public market stall owners/vendors - P60.00 / year REQUIREMENT: Written, verbal or phoned-in request
10. Provision of City Equipment Services
ABOUT THE SERVICE: The City Government through the Office of the City Engineer may rent out equipment to individuals and entities for different services depending on the availability of the required equipment.
 WHO MAY AVAIL OF THE SERVICE:
  • Anyone who wishes to avail of this service in the City.

  • Payloader - P 600.00/hour
  • Mini dump truck with raker - P600.00/haul
  • Road roller - P 400.00/hour
  • Water truck (15,000 liter-capacity) - P 750.00/hour(5,000 liter-capacity) - P 250.00/hour
  • De-clogger: For commercial establishments - P 4,000.00 for 1st load-P 2,000.00 for succeeding load For residential - P 2,000.00 for 1st load-P 1,000.00 for succeeding load
  • Farm Tractors - P 0.18/sq. m.
  • Chainsaw - P 150.00/hour
  • Other machineriesand heavy equipment - P 500.00/unit/day

REQUIREMENT: Letter-request approved by the City Mayor
