MARCOS HALL OF JUSTICE Carcel Publica which is located north of the Laoag City Hall and southwest of the Provincial Capitol, houses the Regional, City, and Municipal Trial Courts. It was a single storey edifice with a quadrangle at the middle. This building was later added with a second floor and is now known as the Marcos Hall of Justice. The Royal Audiencia was the supreme court under the Spanish regime. It was presided by a President who at first was the Governor General. The members of the Supreme Court were called Oidores. There were two fiscals, one for criminal and the other for civil cases. In 1893, a territorial audiencia was established at Cebu and another at Vigan. It was presided by a President and its members were called Associate Justices. It had jurisdiction over appealed criminal cases. Marcos Hall of Justice is where the young Ferdinand Marcos defended himself in trial of Nalundasan murder. While in prison, he reviewed for the bar examinations which he eventually topped. With himself as his own lawyer, he was acquitted by the Supreme Court. More Places of Interest
